What is a University Operating Policy?
University Operating Policies have campus-wide or University-wide application; strengthen controls to ensure compliance with applicable laws and regulations; and enhance the university’s mission, promote operational efficiencies, and/or reduce institutional riskPolicies establish a framework for what will or will not be done at UM, and reflect the rules governing the implementation of campus processes. Only the policies as listed on the University Operating Policies will be applicable/enforced. Campus units might have policies specific to their units, but because of their unit-specific focus, these are not considered University Operating Policies but departmental policies.

I believe there is a need for a University Operating Policy. How do I start this process and about how long will it take?
You should reach out to UMLCC to discuss the proposed policy. UMLCC can then help guide you through the policy creation process. The process typically takes at least a semester to go through the formal review process. It may take longer based on the specific policy and the needs of stakeholders.Who approves policies?
Only the President has the authority to approve a new university operating policy or substantive amendments to existing university policies. On occasion, UMLCC will provide interim approval for a policy and will place that policy on the website. The interim policy will be enforced until the policy is finalized and approved by the President.How are new policies developed?
At UM, proposed university-wide policies, and any substantive amendments to existing university-wide policies, undergo a formal review process that systematically seeks input from campus constituents. If you have general questions about policies, contact UM’s Policy Gatekeeper, Kate Duran.If you need clarification about an existing policy, contact the Responsible Party listed at the top of the Policy. If they are unable to answer your policy interpretation question, please contact UMLCC.

The policy itself may indicate who to contact. IF it does not you may contact your supervisor or you may use the MUS Compliance Hotline.Are there other policies I should be aware of?
